Over 1 Million Obamacare Enrollees Lack Social Security Numbers, RFK Jr. and Dr. Oz Say
Health and Human Services Secretary Robert F. Kennedy Jr. and Centers for Medicare & Medicaid Services Administrator Dr. Mehmet Oz have revealed that more than 1 million people enrolled in Obamacare plans do not have Social Security numbers.
The two officials described the figure as a major red flag for potential fraud in the Affordable Care Act marketplace.
Announcement on Fraud Concerns
In a joint video statement released on Saturday, Kennedy and Oz said the lack of Social Security numbers among enrollees points to serious weaknesses in program oversight.
Kennedy blamed the previous administration for removing key safeguards, saying the Obamacare marketplace had become “plagued by fraud” as a result.
Oz went further, alleging that “rogue agents and other bad actors” have been enrolling people into plans they never requested, often selecting zero-premium plans so individuals remain unaware they have been signed up.
According to the New York Post, the officials claimed that some agents have refused to provide clients’ Social Security numbers during enrollment — which they described as a significant warning sign.
Scale of the Issue
An estimated 19.2 million Americans are currently enrolled in Obamacare exchange plans, down from a peak of around 23.4 million last year. The enhanced subsidies introduced during the Biden administration expired at the end of 2025, contributing to the decline in enrollment.
Kennedy and Oz said the Trump administration has already removed thousands of fraudulent enrollments and is working with insurers to cancel improper policies and recover misused taxpayer funds.
They stated they have adopted a “zero tolerance” approach to fraud in federal healthcare programs.
