Governor Andy Beshear had one instruction for Kentuckians as night fell Saturday.

"When it gets dark, it's going to get even worse. So please, do not drive after dark if you can avoid it."

What We Know So Far

[CONFIRMED] Governor Andy Beshear declared a state of emergency for Kentucky on Saturday, June 27, as flash flooding struck multiple counties across the state, according to the Associated Press.

[CONFIRMED] Four people are confirmed deadthree in Madison County and one in Jackson County, Beshear confirmed on social media.

[CONFIRMED] The Madison County Coroner's Office confirmed three deaths to FOX 56. Two victims — one man and one woman — were found in a basement apartment on University Drive in Richmond. A third victim was found in a vehicle on Tates Creek Road in Richmond. Coroner Jimmy Cornelison said all three were adults. None have been identified.

[CONFIRMED] Beshear reported that the storms brought 6 to 7 inches of rain to some parts of the state. The National Weather Service said between 4 and 10 inches had fallen in parts of southwestern Indiana as well, with more possible.

[CONFIRMED] A dam embankment in Bullitt County experienced a partial failure — described as a landslide at the embankment — prompting an urgent evacuation notice for residents of a rural road near Lebanon Junction. Emergency officials said the dam itself was holding and there was no indication of imminent failure.

[CONFIRMED] Five counties — Bullitt, Madison, Meade, Mercer and Spencer — declared local states of emergency. At least 12 state roads are flooded and out of commission. Numerous bridges in Jessamine County have been entirely wiped out, the governor said.

[CONFIRMED] Dozens of water rescues have been performed across the affected area. State emergency management, state police and swift water rescue teams are responding to emergency requests.

[CONFIRMED] An emergency landing station for flood victims has been opened at Madison Home, 105 5th Street, in Madison County.

[REPORTED] Additional deaths in Madison and Jackson counties may be confirmed as rescue operations continue, Beshear has warned.

What Is Still Unknown

  • Whether the death toll has risen beyond four as rescue teams reach further-affected areas.
  • The identities of the four confirmed victims.
  • The extent of damage in areas not yet reached by rescue teams.
  • Whether the Bullitt County dam embankment situation has fully stabilised.
  • Whether any individuals remain missing or unaccounted for.

What Authorities Have Said

"We know we've already lost at least a handful of Kentuckians. I don't want to lose any more. Be safe, everyone," Beshear said in a video address to the state.

He separately urged Kentuckians to keep 911 lines clear for genuine emergencies only, directing non-emergency callers to the State Warning Point line at 1-800-255-2587.

State and local authorities are asking residents to stay off roads unless absolutely necessary. Severe weather is expected to continue until approximately 11 p.m. Saturday, after which conditions are expected to improve.

What to Watch Next

The overnight period is the critical window. Beshear explicitly warned that conditions will worsen after dark, increasing the risk for anyone on the roads and complicating rescue access.

Whether additional deaths are confirmed — particularly in the areas of Madison and Jackson counties still being assessed — is the next key development.

Anyone with a non-emergency information need should call the State Warning Point: 1-800-255-2587.
