Teen Takeover Turns Deadly in Downtown Pensacola Shooting

Pensacola police tripled their downtown presence for the Fourth of July. It still wasn't enough to stop what happened at 1:20 a.m.
A 19-year-old man was killed and six other people were injured in a shooting near the intersection of Palafox and Intendencia streets in downtown Pensacola early Sunday, amid a "teen takeover" that police say began hours earlier.
How the Night Escalated
Police Chief Eric Winstrom said the gathering started with children as young as middle-school age setting off fireworks, before older teens and young adults filled the streets as the night progressed.
Officers encountered teens fighting, throwing fireworks at other people, and carrying handguns throughout the evening, resulting in several arrests unrelated to the eventual shooting.
By the time shots were fired, hundreds of young people had gathered outside the area's bars.

The Shooting Itself
The seven people shot ranged in age from 16 to 26, according to police.
Officers responding to the gunfire began providing medical care to victims on the ground, and despite CPR efforts, the 19-year-old was pronounced dead at the scene.
The six other victims were hospitalized and are expected to survive, Winstrom said.
Police believe the shooting was a targeted act, though no suspects had been identified as of Sunday morning.

What the Police Chief Said
Winstrom said he personally met with the victim's grieving mother, telling reporters "she deserves justice, and she deserves answers."
He acknowledged the scale of the department's preparation directly: "We had about 50 extra police officers down there, and even with that police presence, someone was still emboldened enough to commit this heinous act of violence."
The department had nearly tripled its usual staffing in the area specifically in anticipation of large holiday crowds.

Part of a National Pattern
Winstrom said his department has dealt with "teen takeovers" in other parts of Pensacola before, describing them as gatherings that "can seem harmless on their face" but can escalate quickly into dangerous situations.
He noted that cities including Orlando, Washington DC, and New York have been grappling with the same trend, with mass teen gatherings often organized through social media or mass messaging.
Some cities have responded by introducing curfews specifically targeting younger residents, an approach Winstrom did not rule out for Pensacola.
He urged local families to keep closer track of where their children are and to work to keep them away from potentially dangerous situations.
What Comes Next
Police are asking the public for help identifying one or more gunmen responsible for the shooting.
The investigation into the shooting itself remains separate from the multiple unrelated arrests made earlier in the night for fighting and fireworks-related disturbances.
